Residents of Jumeirah Lakes Towers (JLT) are calling on authorities to take stronger action against persistent nighttime construction noise, saying the disturbances are impacting their sleep and quality of life.
Over the past few years, construction activity across the community has increased significantly as new towers continue to rise. While regulations issued by Dubai Municipality permit construction outside standard working hours only under special approvals and within strict noise limits, residents claim disruptions continue late into the night.
Cherian Mathew, a long-time resident of the area, said the issue has worsened over the past year. He explained that although he previously reported similar disturbances in 2023 and saw improvements at the time, recent complaints submitted through the municipality’s reporting app have not received a response. According to him, continuous hammering overnight has affected family routines, discouraged elderly relatives from visiting, and made it difficult for children to concentrate on studies.
Other residents reported similar experiences. One resident shared that pile driving and jackhammering sometimes begin as early as 2am or 3am, repeatedly interrupting sleep and affecting overall health. Another resident from J2 Tower said the noise persists throughout the day and night, forcing the family to rely on air-conditioning and fans to mask the sound and even avoid staying at home whenever possible.
Some families are now considering relocating if the situation does not improve, citing increasing stress and reduced comfort in what is otherwise a popular residential neighbourhood.
Developers respond
A spokesperson for Ellington Properties acknowledged receiving feedback from residents near its construction site and confirmed that operating procedures with contractors have been reinforced. The developer added that mitigation measures are being implemented and that all activities are being carried out with the required approvals.
Meanwhile, project representatives from Aroma International Building Contracting LLC said multiple projects involving concrete work are currently underway in the area, contributing to elevated noise levels.
Master developer DMCC clarified that construction oversight in JLT falls under Dubai Municipality’s jurisdiction. The authority said it continues to engage with residents and forward concerns to relevant stakeholders to help balance development activity with community wellbeing.
What regulations say
According to Circular 613 issued by the Dubai Development Authority in February 2025, standard construction noise is permitted only between 7am and 8pm across the emirate.
Any activity outside these hours requires special permission from Dubai Municipality. Even with approval, contractors must ensure noise levels remain within approximately 45–60 dBA in nearby residential areas to minimise disruption.
Authorities warn that violations may result in escalating penalties, including warnings, fines, and possible licence cancellation for repeat offences.
